Why some WhatsApp marketing messages don’t get delivered (and what to do)
Meta caps how many marketing templates a person receives across all businesses. How frequency capping works and how to design campaigns that still land.
You send a campaign to 1,000 opted-in customers and a slice of them never receive it — no error on your side, no complaint from them. Often the reason is Meta’s per-user limit on marketing templates.
How the limit works
- Meta limits how many marketing template messages one person can receive in a period — across all businesses, not just yours.
- If other brands have already messaged that person, your message may not be delivered.
- Utility and authentication templates aren’t affected, and neither are replies in an open conversation.
United States
From April 1, 2025, Meta paused delivery of marketing templates to US phone numbers. Utility messages and conversations customers start are not affected. Check the current status before planning US campaigns.
Designing campaigns that land
- Segment tightly — fewer, more relevant messages beat broad blasts.
- Invite a reply: a question or a button opens a conversation, which isn’t capped.
- Space campaigns out so the same customer isn’t hit several times in a few days.
- Use utility templates for genuinely transactional updates (orders, appointments).
- Watch delivered and read rates per template, not just sent.
ThreadWave campaigns show sent, delivered and read for every recipient, so capped messages are visible instead of silently lost.
